CALL FOR APPLICANTS to the HESP Regional Seminar for Excellence in Teaching (deadline November 1)

EUROPEAN SECURITY AND NIS: NEW TEACHING FRAMEWORK FOR A NEW EUROPE

Organizer: Odessa National University, Institute of Social Sciences,
Department of International Relations, Odessa, Ukraine.

Duration and main activities: The project is planned for three years,
starting from 1 September 2005 till 1 June 2008 and will include Three
Sessions and related inter-session activities. The Project starts from the
First Winter Session; Discovering New Frontiers of the European Security
Zone, 16-27 January, 2006, Odessa, Ukraine.

Goal and main idea: The overall goal of the Project is a systematic
development of knowledge, approaches and tools for teaching in the field of
European Security at the universities in the post-Soviet countries. This
will be achieved by means of the creation of the Network of Teaching and
Research in European Security (NOTARIES) that will engage in active learning
and critical revision of the scholarship and current teaching practice in
the field, research and curriculum development. The Network is to focus on
long-term collegial collaboration of young academics from the region and
leading international scholars and will work towards fulfilling the
following tasks:
- To form the core group (25-30 Seminar participants dedicated to work
continuously for the entire 3-year period of the Project) of the individuals
involved in the study and teaching of European Security in the target
region.
- To develop and introduce the series of teaching courses (both mandatory
and elective) in the field of European Security in the target region's
Universities. This will take place within a period of three forthcoming
years of the Project and will be accomplished through a variety of
collaborative activities of the group of young faculty participants from the
region and the international team of resource faculty.
- To address particular thematic issues within the subject of European
Security as means of development of research and teaching (e.g. theory of
European Security, EU/NATO enlargement, Post-Soviet security inheritance,
etc).

The project is organized as part of the Regional Seminar for Excellence in
Teaching (ReSET) of the Open Society Institute's International Higher
Education Support Program (HESP).
Core Resource Faculty for the Project: The project will engage some of the
world's leading scholars and institutions working in the thematic area of
the project's interest:

Prof. Fritz Breithaupt, West European Studies, Director; EU Center for
Excellence, Indiana University, Bloomington, USA Prof. Marina Lebedeva,
Head, Department of World Politics, Moscow State Institute of International
Relations, Russian Federation Dr. Richard G. Whitman, Head, European
Programme, Chatham House, Royal Institute for International Affairs, London,
U.K. Prof. Dr. Peter van der Hoek, Associate Professor of Economics at
Erasmus University, Rotterdam, the Netherlands Dr. Igor Koval, Head,
Department of International Relations, Odessa National University, Ukraine

Target region: Western NIS, Russia and South Caucasus.

Eligibility: The Project is dedicated to Junior Faculty (up to 35 years of
age) fully involved in teaching and research based at one of the
institutions of higher education in Armenia, Azerbaijan, Belarus, Georgia,
Moldova, Russia and Ukraine. The candidates must be involved in teaching in
the area of European Security and motivated to pursue advanced research and
development of the university curricula in the following and/or related
subjects:
- Theory of European integration and security;
- Foreign and Security policy of Russia;
- Problems of democracy and security in NIS;
- European activity of international state agencies and NGOs in security
policy;
- Nuclear security and non-proliferation in NIS;
- International terrorism;
- Problems of economic integration, security challenges in NIS;
- Legal aspects of European integration and security;
- European law and EU regulations in security and foreign policy;
- Cultural aspects of the European integration and security, etc.
Working Language of the Project: English Deadline to apply for the Project
participation: 1 November, 2005

HESP's funding to the Project provides coverage of all major costs of
participation for the selected participants from the target region. To
